WASHINGTON (AP) ? President Barack Obama on Wednesday condemned attacks on a U.S. consulate in eastern Libya that killed the U.S. ambassador and three American members of his staff. He ordered increased security at U.S. diplomatic posts around the world.

In a White House statement, Obama said he had ordered "all necessary resources to support the security of our personnel in Libya, and to increase security at our diplomatic posts around the globe."

The attacks occurred Tuesday night in the eastern city of Benghazi by protesters angry over a film that ridiculed Islam's Prophet Muhammad, according to Libya officials. Ambassador Chris Stevens, 52, was killed when he and a group of embassy employees went to the consulate to try to evacuate staff as the building came under attack by a mob guns and rocket propelled grenades. Three other Americans were also killed.

Stevens is the first U.S. ambassador to be killed in an attack since 1979, when Ambassador Adolph Dubs was killed in Afghanistan.

The State Department identified one of the other Americans killed Tuesday as Sean Smith, a foreign service information management officer. The identities of the others were being withheld pending notification of next of kin.

Obama called Stevens a "courageous and exemplary representative of the United States."

"I strongly condemn the outrageous attack on our diplomatic facility in Benghazi," Obama said in the statement. The four Americans, he said, "exemplified America's commitment to freedom, justice, and partnership with nations and people around the globe."

The White House said Obama was notified Tuesday night that Stevens was unaccounted for and was told Wednesday morning that Stevens had been killed.

Obama was informed about the developments in Libya by his National Security Adviser Tom Donilon as the president began a weekly meeting Secretary of Defense Leon Panetta and Chairman of the Joint Chiefs of Staff Martin Dempsey. The White House said Obama was kept apprised throughout the evening and then again Wednesday morning.

The Pentagon said early Wednesday that it was working with the State Department on Obama's order for increased security around the world.

"We are following this tragic incident closely with the State Department," Lt. Col. Steven Warren, a Defense Department spokesman said. "We are prepared to support the State Department in any way."

Secretary of State Hillary Rodham Clinton said those killed had been "committed to helping the Libyan people reach for a better future."

Stevens was a career diplomat who spoke Arabic and French and had already served two tours in Libya, including running the office in Benghazi during the revolt against Libyan leader Moammar Gadhafi. He was confirmed as ambassador to Libya by the Senate earlier this year.

His State Department biography, posted on the website of the U.S. Embassy to Libya, says he "considers himself fortunate to participate in this incredible period of change and hope for Libya."

Clinton said Stevens had a "passion for service, for diplomacy and for the Libyan people."

"This assignment was only the latest in his more than two decades of dedication to advancing closer ties with the people of the Middle East and North Africa which began as a Peace Corps Volunteer in Morocco," Clinton said.

He "risked his own life to lend the Libyan people a helping hand to build the foundation for a new, free nation. He spent every day since helping to finish the work that he started," she said.

Stevens joined the Foreign Service in 1991 and spent his early State Department career at posts in Saudi Arabia, Egypt, Syria and Israel. After working for the Senate Foreign Relations Committee staff for Sen. Richard Lugar, R-Ind., Stevens was posted to Libya as deputy chief of mission.

In that post, Stevens wrote several confidential cables back to Washington, describing Gadhafi's bizarre behavior. During the 2011 revolt against Gadhafi, he was one of the last American diplomats to stay in Tripoli and after the embassy was closed, he was appointed to head the U.S. liaison office to the Transitional National Council.

Obama cracks a birther joke

ORLANDO, Fla. (AP) ? It's that birther thing again.

President Barack Obama was at an Orlando sports bar, snapping a University of Florida Gators' sign, sipping a pint and working a crowd when he walked up to a table with five children. One adult points to one of the boys, 7-year-old Andre Wupperman of Orlando, and informs the president that the boy was born in Hawaii, the president's native state.

The president, delighted, greeted the boy with a "shaka" sign, the pinky and thumb gesture typical of Hawaiian culture. The boy gestured back.

"You were born in Hawaii?" the president said. Then he added teasingly: "You have a birth certificate?"

The patrons at Gator's Dockside, clearly aware of the discredited claims that Obama was not born in the United States, broke up laughing.

KANSAS CITY, Mo. (AP) ? A Missouri judge will try the criminal case against the highest-ranking Catholic official in the U.S. to be charged with shielding an abusive priest, three weeks before it was to go before a jury.

Bishop Robert Finn and the Catholic Diocese of Kansas City-St. Joseph are charged with one count of failing to report suspected child abuse to the state.

Their trial was scheduled to start Sept. 24 in a case that carries a maximum penalty of a year in jail and a $1,000 fine.

Instead, a set of stipulated facts negotiated by both sides will be presented Thursday afternoon to Judge John M. Torrence.

Mike Mansur, a spokesman for Jackson County prosecutor Jean Peters Baker, said a verdict is expected by the end of the day.

The charges stem from the Rev. Shawn Ratigan's child porn case, in which church officials knew about photos on the priest's computer but didn't turn him in for six months.

Finn has argued that he was not the diocese's mandated reporter under the law ? at the time, the responsibility rested mainly with Vicar General Robert Murphy ? so Finn should not face charges. Attorneys for both Finn and the diocese also have argued that the state's law is unconstitutional.

Mansur said the decision to have a judge, instead of a jury, hear the case so close to the scheduled jury trial is unusual but not unprecedented.

"Bench trials are not typical, but they do happen," Mansur said. "Nothing about this case has been particularly typical."

A computer technician found child pornography on Ratigan's laptop in December 2010, and reported it to the diocese. Of the hundreds of images found, many focused on the crotch areas of clothed children and one series showed the exposed genitals of a girl believed to be 3 or 4 years old.

Finn has acknowledged he was told in December 2010 about the images. The bishop also has acknowledged that a parochial school principal had raised concerns about Ratigan's behavior around children in May 2010, half a year before the photos were found.

State law requires that the Division of Family Services be informed of such evidence of abuse.

Murphy confronted Ratigan about the photos, and the next day, Ratigan was found in his garage with his motorcycle running and a suicide note that apologized for any harm he had caused. Ratigan recovered after being hospitalized.

Finn sent Ratigan out of state for a psychological examination, and then ordered him to stay at a convent in Independence, Mo., where he could say Mass for the nuns. Finn also ordered Ratigan to avoid contact with children.

Later, after the diocese received reports Ratigan had attended a St. Patrick's Day parade and a child's birthday party, Finn ordered that police be given copies of the photos recovered from Ratigan's laptop.

Ratigan pleaded guilty last month to federal charges of producing and attempting to produce child pornography, admitting to taking photos of children 2 to 9 years old. Prosecutors said they will request that he spend the rest of his life in prison. A sentencing date has not been set.
